Currently, the MOFCOM is executing “Qian Bai Shi Project” of service outsourcing: establish ten service outsourcing base cities in China with international competitiveness during the “eleventh five” to promote 100 famous global enterprises to move a certain scale of their service outsourcing businesses to China, and to cultivate 1000 large and medium service outsourcing enterprises with international certificates.
This project is ongoing steadily now. The MOFCOM, Ministry of Information Industry, Ministry of Science and Technology jointly conformed eleven cities with basis and potential of service outsourcing development such as Dalian, Shanghai, Xi’an, Shenzhen, Chengdu, Beijing, Hangzhou, Tianjin, Nanjing, Wuhan, Jinan to be Chinese service outsourcing base cities, and take Suzhou Industrial Zone as the “Typical Example of China Service Outsourcing”. These cities will be financially supported by Chinese government in service outsourcing personnel training, service outsourcing enterprises getting related international certificate, required public service platform, construction of public technical service platform and basic city, intellectual property protection system, etc. All eleven base cities have released service outsourcing support policies.
