A few developed countries headed by U.S.A., constantly uses politics, economy and public opinion to exert pressure to the other countries, demanding to open the telecommunication service market for its telecommunication industry. To developing country, opening the market of national telecommunication, is in the condition of facing a difficult choice: On one hand, it helps to promote the development of national economy; On the other hand, if open the market of domestic telecommunication to foreign country too early, it is equal to hand over the national market of telecommunication to a foreign businessman. The development of the telecommunication industry will be controlled. 

"Uruguay Round " Negotiation closing and doing service trade of telecommunications 

" Uruguay Round " put the service trade of telecommunications to in the negotiation procedure of international trade. Trade of this multilateral international telecommunication service started in 1986; the purpose of negotiations was to promote and offer international trade and competition of the telecommunication service. Many participants of developing countries thought the essence negotiated is that the country with developed telecommunication industry required the other countries to be open to it
Market. 

The divergence of developed countries and developing countries mainly reflects in their attitude on market access. Developed countries have absolute competition advantage in telecommunication technology and telecommunication service trade and because of it, their attitude are more positive. For developing countries because its telecommunication industry belongs to the new developing and inmature industry, they keep a prudent attitude on opening
the market of telecommunication.

Strategic choice of telecommunication service trade development of our country 

The market of telecommunication apparatus of our country has been open to countries all over the world all the time. Since reform and opening-up, our country has introduced foreign capital and advanced telecommunication technical equipments actively, thus promoted the fast development of the telecommunication industry of our country. At present, all telecommunication industries in the world have already entered Chinese market. In this course, the telecommunication products of the developed country entered the market of our country extensively at a low price , which was a great pressure to the development of the national telecommunication industry of our country. In the telecommunication service (including basic telecommunication business and appreciation telecommunication service), our country has not opened management yet and public communication network, special-purpose communication network within the territory of our country such as electricity of line, radio communication business, have forbidden all kinds of external group, enterprise, individual and joint venture and contractual joint venture already set up within the territory of our country to manageor participate in managing.

Our country is the signatory state of GATS. With liberalization and process of accession to the WTO, how to open the market of service trade of our country progressively has already become a great strategic problem in front of us. Though our country is not the signatory state of WTO basic telecommunication agreement, our government has already seriously promised in 1998: In the appropriate opportunity, the market of telecommunication of China will be open to world. For this reason, our country should adopt the following development strategies: 

(1) According to the basic telecommunication agreement reached in February, and GATS of WTO, accelerate telecommunications legislateion, set up the fair and effective market operation rule of telecommunication market of our country and telecommunication service regulatory system. 

(2) further the telecommunication service to domestic enterprise, introduce competition mechanism, foster and develop the market of telecommunications serviceof our country. 

(3)Speed up the development of telecommunication technology of our country; narrow the technological disparity of telecommunication with developed country in telecommunication industry.
